Who is leading the study?
The Will County Division of Transportation (WCDOT) is leading the study.
Why was the study initiated?
The Will County Division of Transportation (DOT) is conducting a transportation mobility study to identify strategies to enhance mobility through Eastern Will County. This study was initiated due to community concerns regarding growth in truck traffic from the high density and continuing influx of warehousing, distribution centers, and associated freight activity in Will County.
What is the study area?
The study area is approximately 20 square miles and includes the Will County municipalities Crete, Monee, University Park, and parts of Frankfort, Park Forest, Steger, and Sauk Village. The study borders the Cook County municipalities of Richton Park and South Chicago Heights.
How is the study funded?
The study is funded through the State of Illinois Motor Fuel Tax (MFT) funds.
What is a PEL?
The transportation mobility study implemented the Planning and Environmental Linkages (PEL) approach, which is a type of transportation planning study developed by the Federal Highway Administration (FHWA). The PEL approach supports streamlined project development and the NEPA process.
How were alternatives identified?
The Range of Alternatives were developed through engineering analysis, agency and stakeholder engagement, and public input opportunities through in-person and online engagement. The Range of Alternatives were evaluated against the Purpose and Need and other evaluation criteria developed to screen alternatives and their potential impact to natural and community resources. Alternatives were removed from consideration based on the screening, and the alternatives remaining are the Alternatives Carried Forward that will be evaluated in further detail as part of the Phase I process.
